If i set it to like 6, THEN they would go down to like 500-700rpm. If i lowered it to around 8, they would still be spinning around 1600-2000.

If i had it on like 12v (full) they would spin around 2000rpm. When i mixed around with my fans in the bios, i had to use DC mode to control them as they all were 3 pin. I removed it and boom, both windows and the bios could read all the RPMs correctly. While looking at the main window of any fan control program you might see fan RPM around 2000 to 3000. One of the fans can also be a bit broken, as I have encountered systems and bios reading RPMs wrong because of a single old fan that i had connected in my fan hub. I think "smart fans" just mean that you can set a fan curve and "Manual Fans" are just so you can set a constant speed.
